Section 1.General Rules

(Object)Article 1.
In accordance with the Regulations of Hyogo University of Teacher Education (National University Corporation)(University Regulations No.1, 2004; the Regulations hereafter) the terms and conditions governing the following student housing (hereafter referred to as ''the housing'')are prescribed:
  1. Residence halls
  2. Living accommodation in lnternationa1 House
(Purpose of the housing)Article 2.
The purpose of the housing is to provide students and foreign researchers with surroundings suitable for them to pursue their studies,education,and research.

Section 2.Qualifications for Residence; Number of Places

(Qualifications for residence)Article 3.
The following persons shall be eligible for the housing.
  1. Residence Halls
    Students of Hyogo University of Teacher Education(''the University")(except for students of specific subjects,special auditors,and research students)
  2. Living accommodation in Internationa1 House
    • Overseas students of the University(except for students of specific subjects)
    • Foreign researchers engaged in teaching and/or research in the University
    • Other persons approved by the President

Section 3. Student Affair Committee

(Person responsible for administration)Article 5.
The person responsible for the administration of the housing("theAdministrator")shall be the President.
(The Committee for Deliberations)Article 6.
The Student Affair Committee (the Committee, hereafter) shall discuss and deliberate important matters concerning student housing.

Section 4. Permission for Residence; Moving into the Housing

(Application for residence)Article 7.
  1. Persons wishing to reside in the housing shall submit a completed application form and other forms provided by the Administrator.
  2. The application form stipulated in the above clause is appendedas Form No. 1.
(Selection and permission for residence)Article 8.
Selection and permission for residence is granted by the Administrator after consideration by the Committee.
(Period of residence)Article 9.
  1. The normal period of residence shall be one year, In the case of persons admitted in the middle of a year, the period of residence shall be until the end of the year in which permission is granted.
  2. Notwithstanding the above clause, a person who will graduate in the middle of a year shall be permitted to be resident within the
(Upper Liwit for Length of Period)Article 10.
  1. The upper limit for length of period of residence shall be the length of the person's enrollment (absence or extension of study would not be counted; namely, the 4 year cap for undergraduate, and the 2 to 3 year cap for graduate according to the program).
    As for foreign researchstudents residing in International House, it shall be 1 year.
  2. If there are special reasons, the Committee can give permission for extension of period of residence.
(Moving-in procedures)Article 11.
Persons given permission for residence shall complete the necessary procedures and move into the housing within the period designated elsewhere by the Administrator.
(Cancellation of permission for residence)Article 12.
The Administrator may cancel permission for residence following deliberation by the Committee if a person given permission for residence fails to complete the moving-in procedures or has not moved into the housing within the period stipulated in the above article, or if false information is found to have been given on his/her application forms.

Section 5. Boarding fees,etc.

(Boarding fees, etc.)Article 13.
  1. Residents who are students shall be charged a boarding fee;residents other than students shall pay rent.
  2. Boarding fees shall be paid in accordance with the provisions of Regulations for Tuitions and Other Fees of Hyogo University of Teacher Education, National University Corporation (Regulation No. 64,2004).
  3. The monthly boarding fee must be paid to the accounting officer responsible for receiving payments from the month a student enters until the month of leaving. Boarding fees for vacations must be paid by the beginning of the vacation.
  4. Students are required to pay the whole monthly amount even if they move in or out in the middle of a month.
  5. Rents are to be paid as prescribed elsewhere.
  6. Once paid, boarding fees and rents cannot be refunded.

Section 6. Waiver for Boarding Fees

(Boarding Fee Waiver for Dismissal)Article 14.
If the student is deceased, missing, or dismissed because of no payment for tuitions, the total amount of unpaid boarding fees can be waived.
(Boarding Fee Waiver for Natural Disaster) Article 15.
  1. If the student or his/her guardian has been affected by natural disasters such as wind hazard, inundation, tsunami, etc., and approved as having difficulty with paying for boarding fees, the total amount of boarding fees can be waived within 6-month period counted from the next month from the date disaster occurred.
    However, the waiver cannot be granted beyond the respective school year.
  2. The period of waiver defined above shall be determined by the University President with discussion by the Committee.
  3. The student applying for boarding fee waiver according to the conditions in No. 1 has to fill out the forms below.
    • Application for Boarding Fee Waiver
    • Description of Conditions of the Family
    • The letter or attestation by a mayor of the home city/town/ village, enough for approval of the student's difficulty of paying fees because of disaster.
  4. Application for Boarding Fee Waiver, Description of Conditions of the Family, and Attestation by Mayor should be submitted with following forms:

Section 7. Nullification of Permissions

(Nullification of Permissions) Article 16.
  1. The University President can nullify permissions with discussion of the Committee if the reasons for them are dissolved, the student has been punished by the University, or applications have been based on fraud.
  2. Following the regulation in No. 1, the student is required to pay boarding fees according to the conditions below.
    • If the reasons for waiver are dissolved or the student has been punished by the University, the student must pay for the amount from the month of nullification of permissions in effect.
    • If the applications have been based on fraud, the student must pay for the whole amount waived.

Section 8. Residents' Share toward Running Expense

(Utility Fees)Article 17.
  1. Utility fees (water, gas, electricity, etc) necessary for personal living shall be owed by the residents. Those categories will be listed in the appendix.
  2. The Administrator shall define dates and means for payment of utility fees.

Section 9.Maintenance of Facilities,etc.

(Maintenance of facilities, etc.)Article 18.
Residents shall make every effort to maintain the facilities, equipment, and furnishings in the housing in good condition, and take care to prevent hygiene problems, fire, or other accidents.
With respect to these matters, residents shall follow and cooperate positively with instructions given by the Administrator that are deemed necessary for the management of the housing.
Article 19.
Residents shall observe the following rules:
  1. non-residents shall not be permitted to lodge in the housing;
  2. the accommodation shall not be used for any purpose other than residence, and shall not be used for residential purposes by anyone other than the normal occupant;
  3. facilities or equipment shall not be modified;
  4. notices or posters shall not be put up without permission.
(Compensation)Article 20.
If a resident, whether on purpose or through negligence, causes loss or damage to facilities, equipment, or furnishings, he/she shall compensate the University for the cost of restoring the property to its original condition.

Section 10.Leaving; Enforced Leaving

(Leaving procedures)Article 21.
  1. Residents desiring to leave within the period of permission for residence shall fill out and submit an Application to Leave Student Housing and obtain the approval of the Administrator.
  2. The Application to Leave Student Housing stipulated in the above clause is appended as Form No. 5.
  3. Residents leaving at the expiration of the permitted period of residence shall fill out and submit a Notification of Leaving Student Housing to the Administrator in advance.
  4. The Notification of Leaving Student Housing stipulated in the above clause is appended as Form No. 6
Article 22.
The Administrator shall order a resident to leave promptly if he/she:
  1. no longer has the status of a student;
  2. fails to vacate the accommodation even though the permitted period of residence has expired, or his/her permission for residence is cancelled under the provisions of Article 15;
  3. fails to pay the boarding fee, rent, or other charges for a period of 3 months or more.
Article 23.
The Administrator shall order a resident to leave following deliberation by the Committee if he/she:
  1. is considered to be unfit for communal life due to sickness, etc. that might affect the well-being of other residents;
  2. corrupts public morals or disturbs the stability of the housing;
  3. receives approval from the University to take leave of absence or to study abroad, is ordered to be absent from the University, or is suspended by the University;
  4. does not usually occupy the accommodation without good reason;
  5. is deemed no longer qualified for residence due to a change in the circumstances reported when the original application forhousing was made;
  6. violates the University Regulations, Student Housing Regulations, or other regulations of the University, or causes considerable hindrance to the management of the housing.
(Inspection of accommodation)Article 24.
A person appointed by the Administrator shall make a final check of the fittings, equipment, and furniture in the accommodation when residents leave the housing.

Section 11.Other Provisions

(Detailed regulations)Article 25
25.Other provisions relating to the enforcement of these Regulations and other necessary matters are prescribed elsewhere by the Administrator.
