Why think about teacher training standards now?

As was recently noted by the Central Council for Education in “The future nature of teacher training and the teacher licensing system” (July 2006), (1) teachers truly need to acquire “the minimum necessary qualifications and abilities to be a teacher” through teacher training in a university, and (2) teaching certification needs to be reformed so that having a teaching certificate ensure that an individual has the minimum necessary qualifications and abilities to be a teacher.

As a university for teacher training, the Hyogo University of Teacher Education has educated students who seek to become teachers to display the qualities teachers should have. The University views teaching qualities as a standard for those students to achieve, and it feels that students must have marked qualifications and abilities and never cease to acquire the latest expertise and teaching techniques. To that end, qualifications and abilities that the University seeks to foster must be accurately ascertained in order to clarify what qualitative aspects to improve and to allow students to discern them.
